Central Committee’s Comments Transmitting the Chahar Provincial Committee’s Plan on Further Popularizing the Propaganda for Suppressing Counterrevolutionaries

To all central bureaus, and forward to sub-bureaus, provincial committees, regional party committees, municipal committees, prefectural committees, and county committees:
The Chahar Provincial Committee’s plan on further popularizing the propaganda for suppressing counterrevolutionaries〔1〕 is hereby transmitted to you. The Central Committee considers this plan to be entirely correct and entirely necessary, and all localities nationwide shall act in accordance with this plan.

〔1〕 The main contents of this plan by the CPC Chahar Provincial Committee are: (1) Party committee propaganda departments at all levels shall make propaganda for suppressing counterrevolutionaries one of the central tasks of current work. (2) Each district shall universally convene one meeting of representatives from all circles, and each village shall universally hold several symposiums of various strata, specifically explaining the Regulations on Punishing Counterrevolutionaries, linking them to the work of suppressing counterrevolutionaries in the district or village, and conducting discussions to help the masses understand the policies. (3) Vigorously organize the masses to study the “Regulations on Punishing Counterrevolutionaries” and common knowledge on preventing espionage. (4) During the intense phase of suppressing counterrevolutionaries, make frequent reports to the masses by utilizing every specific incident that concerns them. (5) All newspapers and periodicals for external propaganda shall publish special articles.
