To all Central Bureaus, and forward to Sub-Bureaus, Provincial Party Committees, Regional Party Committees, Municipal Party Committees of large and medium cities, and Prefectural Party Committees:
The directive telegram of the Central-South Bureau dated May 12 [1] is hereby issued to you; please handle matters accordingly.
The Central Ministry of Public Security is organizing fifteen inspection teams, each consisting of three persons, to be dispatched to various provinces and regions in East China, Central-South, Southwest, Northwest, and Northeast to inspect the work of suppressing counterrevolutionaries, scheduled to depart from Beijing on June 15. Please immediately dispatch a number of inspection teams to various counties and cities to carry out inspections and swiftly correct existing shortcomings and mistakes. Particularly in the Central-South region, the number of executions is the highest while propaganda is the least, which is extremely disproportionate, and there exists a serious tendency of closed-doorism that must be corrected immediately. Judging from the Central-South Bureau's telegram of May 12, the successive directives of the Central Committee and the Central-South Bureau have not been implemented in places like Hankou, which amounts to empty talk. It is imperative to immediately send personnel down to inspect, ascertain responsibility, correct mistakes, without a moment's delay.
