Commentary on the East China Bureau’s Report Concerning the Unified Suppression-of-Counterrevolutionary Activities Campaign in Sixteen Major and Medium-Sized Cities (April 27, 1951) To all Central Bureaus, with copy to Branch Bureaus, Provincial Committees, Regional Party Committees, and Municipal Committees of Major and Medium-Sized Cities: In major and medium-sized cities, at all factories, schools, government organs, and in every lane or alleyway, mass anti-counterrevolutionary committees should be established, vested with the authority to receive reports and complaints from the public and to keep watch over counterrevolutionary elements. However, except in cases of persons caught in the act, these committees shall have no power of arrest. All cities may follow this model. Attached is the East China Bureau’s report on the unified suppression-of-counterrevolutionary activities campaign conducted in sixteen major and medium-sized cities, which may serve as a reference for localities.
