Comment on the Report on Unified Actions to Suppress Counterrevolutionaries
(April 27, 1951)

To all central bureaus, and forward to sub-bureaus, provincial party committees, regional party committees, and party committees of large and medium-sized cities:

In large and medium-sized cities, establish mass committees for the elimination of counterrevolutionaries in every factory, every school, every government office, and every lilong (lane or alley). These committees shall have the power to report accusations, lodge complaints, and monitor counterrevolutionary elements, but shall have no power to arrest anyone except those caught in the act. All cities may follow this practice. Below is the report from the East China Bureau on unified actions to suppress counterrevolutionaries in sixteen large and medium-sized cities, which may serve as reference for all localities.
