Comrades Deng, Tan, Zhao, and Jianying:
Comrade Chen Yi’s telegram concerning the military training and consolidation of the Fujian troops, the defense deployment of Xiamen, the reduction of coastal defense expenditures by over seventy billion, and other matters is hereby forwarded to you for your reference.
Guangdong has now concentrated six armies, and defensive fortifications have been built at Humen. We hope you will inspect them and achieve results similar to those in Fujian.
