Commentary on the Investigation Report by Luo Ronghuan [1] et al. Concerning the Assassination of Comrade Huang Zuyan (April 19, 1951) To the various departments of the Central Military Commission and the directorates of the special arms services; to the Party leading groups of all departments of the Central People’s Government; to the major military regions and the Chinese People’s Volunteer Army Headquarters; with copies forwarded to all provincial military districts, military sub-districts, corps and divisions; and to all central bureaus, with further transmission to their subordinate branches, provincial committees, regional party committees, municipal committees, and prefectural committees:  We hereby transmit for your study one copy of the investigation report submitted by Comrades Luo Ronghuan, Luo Ruiqing, and others concerning the assassination of Comrade Huang Zuyan [2]. Counterrevolutionaries such as Wang Jumin have long exhibited numerous criminal acts. Should any similar elements be found within the Party or the armed forces, it is imperative that they be promptly dealt with.

[2] Refers to the report dated April 12, 1951, submitted by Luo Ronghuan, Luo Ruiqing (Minister of Public Security), Fu Zhong (Deputy Director of the General Political Department), Yang Qiqing (Deputy Minister of Public Security), and Xiao Hua (Deputy Director of the General Political Department) to Mao Zedong and the Central Committee regarding the assassination of Huang Zuyan. The report details the circumstances surrounding Comrade Huang Zuyan’s murder, Wang Jumin’s criminal record and motives for the crime, as well as the lessons to be learned from this incident.  With regard to Wang Jumin, the report states: The perpetrator, Wang Jumin, is thirty-four years old, hailing from a background of tyrannical landlords. He infiltrated our army in 1940 and joined our Party in 1941. During the land reform period, after his family was subjected to struggle sessions, he publicly espoused fallacious views, verbally abused the masses, and slandered the land reform movement, yet no action was taken against him. In November 1950, upon being transferred to the Huimin Military Sub-district, he attempted to use organizational channels to settle scores with the masses. This led to a joint complaint filed by the people, which not only exposed his father’s past misdeeds but also revealed that in 1938 he had secretly informed the enemy about two of our underground Party members, demanding disciplinary measures against him. Fearing that such action might upset him, the leadership of the sub-district’s political department neither took serious disciplinary steps nor reported the matter to the Shandong Military Region. After becoming aware of the mass accusation, Wang Jumin’s attitude underwent a sudden change. Nevertheless, the sub-district failed to sound the alarm; three days later, it still dispatched him to attend a meeting at the military region headquarters, thereby providing the class enemy Wang Jumin with an opportunity to carry out his revenge directly.
