Forwarded Comment on the Investigation Report by Luo Ronghuan[1] and Others Regarding the Murder of Huang Zuyan

To all departments and special arms commands of the Central Military Commission, Party groups of all central government departments, all greater military regions, the Volunteer Army Command, with copies to all provincial military regions, military sub-districts, army corps, armies, and divisions, all central bureaus, with copies to sub-bureaus, provincial Party committees, regional Party committees, municipal Party committees, and prefectural Party committees:

The investigation report[2] by Comrades Luo Ronghuan and Luo Ruiqing on the assassination case of Comrade Huang Zuyan is hereby forwarded to you for study. Counter-revolutionary elements like Wang Jumin have long exhibited numerous criminal behaviors. Should there be individuals of a similar nature throughout the entire Party and the entire army, it is imperative to ensure their timely handling.

The report recounts the circumstances of Comrade Huang Zuyan’s murder, the criminal history and motives of the assailant Wang Jumin, and the lessons to be drawn from this incident. Regarding the issue of Wang Jumin, the report states: The assailant Wang Jumin, aged 34, was of despotic landlord origin. He infiltrated our army in 1940 and our Party in 1941. During the land reform, because his family was struggled against, he publicly aired fallacies, reviled the masses, and slandered the land reform, yet no action was taken against him. After being transferred to the Huimin Military Sub-district in November 1950, he attempted to use organizational power to retaliate against the masses, prompting a joint petition against him by the masses. In addition to exposing the historical misdeeds of his father, they also revealed that in 1938 he had secretly informed the enemy about two of our underground Party members, demanding that he be punished. The leadership of the Military Sub-district Political Department, fearing it might affect his morale, neither dealt with him seriously nor reported the matter to the Shandong Military Region. After Wang Jumin discovered the masses’ accusations, his mood changed drastically, yet the Military Sub-district still failed to raise its vigilance. Three days later, he was still ordered to attend a meeting at the military region, thereby giving the alien class element Wang Jumin the opportunity to directly carry out violent retaliation.
