To all Central Bureaus, with copy to Branch Bureaus, Provincial Committees, Municipal Committees of Large and Medium-Sized Cities, and Regional Party Committees:
The work of suppressing counterrevolutionaries in Tianjin has been carried out very well, uniting and educating people from all sectors. All localities should follow this example[1] and resolutely break with the practices of mysticism and isolationism.

Notes
[1] In a report dated April 9, 1951, summarizing the suppression-of-counterrevolutionary activities conducted through enlarged meetings of people’s representatives from all sectors, the Tianjin Municipal Public Security Bureau stated that on March 27 the city convened the fourth enlarged meeting of the Third Consultative Committee of All Sectors to discuss the suppression of counterrevolutionaries. Subsequently, on the 29th, an enlarged meeting of 15,000 people’s representatives from various sectors within the urban area was held to expose and denounce the crimes of counterrevolutionary elements. The proceedings were broadcast live on the radio, reaching an audience of half a million citizens. The meeting lasted five hours, during which the mood among those present remained consistently high, and the subsequent feedback from all sectors was highly positive.
