Endorsement on the Report on Carrying Out the Work of Suppressing Counterrevolutionaries

To all Central Bureaus, and forward to Sub-Bureaus, Provincial Party Committees, Party Committees of Large and Medium Municipalities, and District Party Committees:

Tianjin’s work of suppressing counterrevolutionaries has been done very well, uniting and educating the people of all circles. All localities should handle matters in accordance with this example and resolutely break with the work styles of mysticism and closed-doorism.

The report summarized by the Tianjin Municipal Public Security Bureau on April 9, 1951, on carrying out the suppression of counterrevolutionaries through convening enlarged conferences of people’s representatives from all circles states: Tianjin convened the Fourth Enlarged Meeting of the Third Municipal Consultative Committee from All Circles on March 27 to discuss the issue of suppressing counterrevolutionaries. Subsequently, on March 29, it convened an enlarged conference of 15,000 people’s representatives from all circles in the urban districts to expose and denounce the crimes of counterrevolutionary elements. The proceedings were broadcast live by radio, and 500,000 citizens were organized to listen. The meeting lasted five hours, the mood of the attending masses remained high throughout, and feedback from all circles after the meeting was very positive.
