Comment on a Directive

To all central bureaus, and forward to sub-bureaus, provincial Party committees, regional Party committees, and Party committees of large and medium-sized municipalities:

The directive of the Northwest Bureau forcefully points out the importance of launching propaganda work in the campaign to suppress counter-revolutionaries and lays down five measures. All localities should act in this way. In places where people are still acting timidly and on a small scale, not daring to conduct propaganda with great fanfare, not daring to draw large numbers of non-Party personages into joint participation in the work of suppressing counter-revolutionaries, thereby causing many people to become dissatisfied with us, it is especially necessary to change this style of work immediately, and the sooner the better.
