Regarding the two points of carrying out planned, unified arrests and planned, extensive propaganda in the work of suppressing counterrevolutionaries, these have now been implemented, or are being prepared for implementation, in the three major regions of North China, East China, and Northeast China. The three major regions of Central-South, Southwest, and Northwest are requested to study and do likewise. If it is not possible to act simultaneously with unified arrests in all large and medium-sized cities, at the very least unified arrests should be carried out in each individual city (Chongqing and Lanzhou have already done so). As for ensuring that the democratic parties, personages from all democratic circles, religious circles, industrial and commercial circles, cultural and educational circles, and representative figures of minority nationalities truly participate in and are informed of the matter both before and after, and that propaganda and discussion are unfolded among all the people so that it is known to every household and understood by everyone, breaking down closed-doorism and mysticism—this is even more extremely important. In the past, that city’s scope of action was too narrow, and it did not dare to carry out executions with great fanfare; now it has thoroughly changed, is doing very well, has achieved great results, and has even moved ahead of many other cities.
