To all Central Bureaus, and forward to Sub-Bureaus, Provincial Committees, Regional Party Committees, and Party Committees of Large and Medium-Sized Municipalities:

Below is the report from the Jinan Municipal Committee on the work of suppressing counterrevolutionaries [1]. It is very good. All Party committees of large and medium-sized municipalities are requested to study it carefully and act accordingly. I hope that every Party committee of a large or medium-sized municipality will submit a report to the Central Committee. Reports have already been received from six places—Beijing, Tianjin, Qingdao, Jinan, Chongqing, and Lanzhou—as well as plans from three places—Shanghai, Nanjing, and Hangzhou. All are very good. Those large and medium-sized cities that have not yet submitted reports, such as all provincial capitals and cities like Shantou, Wuzhou, Hengzhou, Yichang, Jiujiang, Anyuan, Wuhu, Wuxi, Suzhou, Ningbo, Xiamen, Shijiazhuang, and Tangshan, are all requested to submit a report on the work of suppressing counterrevolutionaries to the Central Committee.

[1] Refers to the report submitted by the CPC Jinan Municipal Committee on April 5, 1951, to the Shandong Sub-Bureau concerning the large-scale arrest of counterrevolutionary elements carried out in Jinan on the night of April 1. Following the mass arrests, the Jinan Municipal Committee organized a large number of cadres to go deep among the masses to conduct propaganda and collected extensive feedback on this suppression action.
