Comrade Shushi, Zihui, Jianying, Xiaoping, Zhongxun, Yibo, Gao Gang:

I am forwarding to you the report of the Fujian Public Security Department on the work of suppressing counterrevolutionaries in Fujian for your reference. In some areas of Fujian, the situation is special, there are many reactionaries, and the proportion of executions is relatively large. This is understandable. Other areas should not, of course, cite this precedent and kill so many. However, in some cases where the circumstances are similar, they may follow suit in handling the matter. The most noteworthy experience in Fujian is the mobilization of the broadest masses to participate in the work of suppressing counterrevolutionaries and the dispatch of work teams to go down and inspect the work of suppressing counterrevolutionaries. Regarding work teams, I believe all provinces should pay attention to this, that is, provincial-level organs should organize several trained and capable work teams, dispatch them to various special districts and down to the county level to conduct inspections, help correct deviations where they exist, help clear up cases where there are too many accumulated cases, help carry out work where people dare not act boldly, and inform those where mass mobilization is insufficient of the methods for mobilizing participation. Such work teams will be of great help in resolutely and correctly carrying out the work of suppressing counterrevolutionaries. Please study and implement this.
