The Central Committee of the Communist Party of China fervently hopes to obtain your permission to translate The Complete Works of Stalin into Chinese in Beijing. We consider this a major political event for the Chinese Communist Party and the Chinese working people.
In order to carry out this work swiftly and without error, we intend to adopt the following steps:
(1) Organize a special committee for translation and revision to undertake this work.
(2) Cooperate closely with the Chinese Department of the Foreign Literature Publishing House in Moscow, including adopting the method of dividing the translation work and mutually revising each other’s translations.
(3) Request the Central Committee of the CPSU to designate appropriate Soviet comrades in Beijing to assist us in our work.
If you grant our request, please immediately designate a comrade to liaise with us to resolve various technical issues.
