Commentary on the Fujian Provincial Public Security Department’s Report on the Suppression-of-Counterrevolutionary Activities Campaign (April 7, 1951) Comrades Shushi, Zikui, Jianying, Xiaoping, Zhongxun, Bobo, and Gao Gang: The report from the Fujian Provincial Public Security Department concerning Fujian’s suppression work is hereby forwarded for your reference. In some parts of Fujian the situation is particularly complex, with a large number of reactionaries and a relatively high execution rate, which is understandable. Other regions should not necessarily follow this example and execute so many individuals; however, areas with similar circumstances may adopt a comparable approach. The most valuable experience from Fujian lies in mobilizing the broadest masses to participate in the suppression campaign and in dispatching work teams to supervise and guide the effort on the ground. With regard to these work teams, I believe all provinces should pay close attention: provincial-level organs ought to organize several well-trained, capable teams to be sent to various prefectures and down to the county level to conduct inspections, correct deviations, help clear backlogs, encourage those hesitant to act, and instruct those failing to adequately mobilize the masses on how to engage them effectively. Such work teams would greatly assist in carrying out the suppression campaign firmly and correctly. I urge you to study this matter and promote its implementation.
