A Comment on the Report on the Experience of Suppressing Counterrevolutionaries in the Cities

To all Central Bureaus, and forward to Sub-Bureaus, Provincial Party Committees, District Party Committees, and Municipal Party Committees of large and medium-sized cities:

In the work of suppressing counterrevolutionaries in the cities, Shandong has a very good experience [1], which the East China Bureau has approved and forwarded to all parts of East China for reference. You are also requested to refer to this experience and correctly carry out the work of suppressing counterrevolutionaries in the cities.

[1] Refers to the experience report of the Shandong Sub-Bureau of the CPC Central Committee and the Shandong Provincial Public Security Department, dated April 3, 1951, on the unified provincial action to arrest counterrevolutionaries. Their methods were: (1) Convening a provincial conference of public security, judicial, and procuratorial organs to make unified arrangements and formulate an action plan. (2) The collection and examination of materials were conducted beforehand through exchanges between urban and rural areas and mutual verification, ensuring that not a single person was wrongly arrested. (3) Conducting ideological and public opinion mobilization. (4) With the municipal public security bureau as the main body, combined with the garrison troops, organizing an action command headquarters, and providing education and training on policy, professional work, and confidentiality for all personnel, formulating action rules, and promulgating discipline. (5) Absorbing democratic personages to participate in the urban-rural liaison committee and take part in the examination of materials and evidence concerning certain offenders. (6) To ensure that no internal incidents occurred during this action, prior to the action, a batch of bad elements within the police force were first purged and detained, and a batch of counterrevolutionaries with conclusive evidence of crimes and potential for actual harm who were lurking inside factories and enterprises were first arrested.
