Note [1] Refers to the report submitted by the CPC Shandong Sub-bureau and the Shandong Provincial Public Security Department on April 3, 1951, detailing their experience with a province-wide coordinated operation to arrest counter-revolutionaries. Their methods included: (1) convening a joint meeting of public security, judicial, and procuratorial officials across the province to unify deployment and formulate an action plan; (2) prior exchange and cross-checking of intelligence between urban and rural areas to ensure no innocent persons were mistakenly arrested; (3) launching a campaign of ideological and public opinion mobilization; (4) establishing an operational command center led by the municipal public security bureau in collaboration with stationed troops, providing policy, professional, and confidentiality training to all personnel, drafting operational guidelines, and enforcing discipline; (5) involving democratic figures in a joint urban–rural liaison committee to participate in reviewing evidence pertaining to specific suspects; (6) to prevent internal incidents during the operation, purging and detaining a group of corrupt elements within the police force beforehand, as well as arresting a number of counter-revolutionaries with solid evidence of criminal activity and potential real harm who were covertly operating inside factories and enterprises.
