Letter to Liu Shaoqi et al. Regarding the Organization of Democratic Figures to Visit Areas Where Land Reform and Suppression-of-Counterrevolutionary Activities Were Underway (March 30, 1951) Comrades Liu, Zhou, Chen, and Luo Mai [1]: With nine months remaining in the year, arrangements should be made to dispatch four to seven or even six to eight visiting delegations or groups from Beijing and Tianjin to the southern provinces—primarily East China and Central-South China, and, if air transport is available, also Southwest China—to observe the implementation of land reform and the suppression of counterrevolutionary activities.
All central-level members of the various democratic parties who express a desire to go should be permitted to do so.
Please consider the feasibility of this proposal and make a decision accordingly.
