Telegram Reporting on the Situation of Suppressing Counterrevolutionaries

Your telegram of March 19 has been received. It is very good that you held discussion meetings to exchange experiences in the work of suppressing counterrevolutionaries. Before and after carrying out planned large-scale arrests of counterrevolutionaries in various cities and newly liberated areas, it is necessary to convene meetings with a greater number of representative figures from all circles. Beijing once convened a meeting of 5,500 people, and Tianjin once convened a meeting of over 10,000 people, both consisting of representative figures from all circles, not ordinary masses. At the lower levels, two types of meetings should be convened—one for representative figures and one for ordinary masses—so as to make it known to every household and every individual.
