Telegram on Convening Meetings of Representatives from All Sectors to Brief Them on the Suppression-of-Counterrevolutionary Activities Campaign (March 30, 1951)  Northeast Bureau: We have received your telegram of March 19.
It is most commendable that you have held symposiums to discuss the experience gained in carrying out the suppression campaign.
Before and after undertaking large-scale, planned mass arrests of counterrevolutionaries in various cities and newly liberated areas, it is essential to convene further meetings of representatives from all sectors.
In Beijing, a meeting of 5,500 such representatives was convened, and in Tianjin, one of over 10,000—both composed exclusively of representatives from diverse walks of life, not ordinary masses.
At the local level, separate meetings should be held for representatives of the various sectors and for the general public, so that the policy is widely known to every household.
