Forwarded Comment on the Report on the Work of Suppressing Counterrevolutionaries by the Shandong Sub-Bureau

In some places in Shandong, there exists a deviation of insufficient momentum, and in some places, there exists a deviation of acting rashly. These are two deviations that generally exist in all provinces and cities across the country, and attention should be paid to correcting both. In particular, the deviation of acting rashly poses the greatest danger. Because if the momentum is insufficient, through education and persuasion, the momentum will eventually become sufficient; whether counterrevolutionaries are executed a few days earlier or a few days later does not matter very much. Only acting rashly, mistakenly arresting and mistakenly killing people, will have a very bad impact. Please exercise strict control over the work of suppressing counterrevolutionaries, be sure to act prudently, and be sure to correct all deviations of acting rashly. We must suppress all counterrevolutionaries, but we must never make mistakes in arrests or killings.
