On page 17, delete two sentences (I), because those who cannot or are unwilling to join those people’s organizations [bodies], such as the bourgeoisie, rich peasants, democratic parties, and democratic personages, are not all undesirable elements or backward elements.
There may be some good opinions in the delegates’ discussions, which can be used to revise or enrich this report.

The original passage in the third part of Comrade Liu Shaoqi’s draft report, “On the Question of Developing New Party Members,” was: “The mass organizations of the people led by the Party, such as the New Democratic Youth League, trade unions, peasant associations, cooperatives, women’s federations, cultural workers’ organizations, etc., are all links connecting the Party with the masses of the people and also venues for the Party to conduct communist education among the masses. Wherever such organizations exist, the workers, peasants, youth, women, or other working people there who join the Party must be members of these organizations. Those who cannot or are unwilling to join these organizations, that is to say, the undesirable elements or backward elements among the people, generally should not be admitted into the Party.” When Mao Zedong reviewed it, he deleted the phrase “that is to say, the undesirable elements or backward elements among the people.”

Also: Please explain the idea of three years of preparation and ten years of construction at the meeting, so that they are prepared.
