Comments on the Opinion Concerning Participation in Local Leadership Work
(March 22, 1951)

To the South China Sub-Bureau, the Central-South Bureau, with copies to the East China Bureau, the Southwest Bureau, and the Northwest Bureau:

(1) The decision described in the South China Sub-Bureau’s telegram of March 15[1] is, in our view, correct. The Central-South Military Region is requested to issue directives to the various armies in Guangdong. The directives should point out that army cadres must establish correct relations with local cadres, earnestly assist them, and not look down upon them—this point is extremely important. The Sub-Bureau should convene meetings attended by cadres from both the army and the localities to clearly set forth the tasks and the importance of establishing correct relations between the two sides.

(2) As for the method adopted in Guangdong, the other Central Bureaus are requested to consider whether it is necessary to adopt the Guangdong method in those places where cadres are weak and work is difficult to develop.

[1] Refers to the telegram of March 15, 1951, from the South China Sub-Bureau of the CPC Central Committee to the Central Committee, the Central-South Bureau, and the Central-South Military Region, concerning the opinion on army cadres participating in local leadership work. The telegram stated that, in order to strengthen the leadership of local work, and under the conditions of not altering the current administrative regions and not excessively shifting cadres, it was decided to establish two regional Party committees and three-level military sub-districts in East Guangdong and West Guangdong. The implementation methods for the army to manage local affairs would adopt two forms: the army taking up concurrent local posts on the spot, and the army transferring cadres to participate in local work. In addition to the various field armies participating in and concurrently holding local work on the spot, it was further decided that each army would transfer 500 to 700 cadres to take up full-time local work.
