Forwarding the Central-South Bureau’s Directive on Urban Suppression of Counterrevolutionaries: A Comment

To all central bureaus, and forward to sub-bureaus, provincial party committees, regional party committees, large municipal party committees, and medium-sized municipal party committees of cities with a population of over 50,000:

The work of suppressing counterrevolutionaries in the cities is extremely important. Recently, all large and medium-sized cities in the two regions of North China and Northeast China have already been set in motion, with very favorable responses. Chongqing has also carried out its first large-scale arrests; the response is yet to be reported. The Central-South Bureau already issued a directive on urban suppression of counterrevolutionaries on March 16. This directive is correct and is hereby forwarded to you for reference. Exhibitions on the suppression of counterrevolutionaries should be arranged in all large cities, medium-sized cities, and small cities (including county seats and large market towns). Such exhibitions have an immense effect.
