To all central bureaus, and forward to sub-bureaus, provincial party committees, regional party committees, and municipal party committees of large and medium-sized cities:

In all matters, whether the work is good or bad should be judged by how the masses react. Up to now, there are still quite a few cadres within the Party who do not understand the necessity and importance of resolutely and correctly suppressing counterrevolutionaries. You should regularly circulate the experience of suppressing counterrevolutionaries and the reactions of the masses welcoming the suppression to all localities, so that such experience and reactions may be rapidly disseminated, facilitating emulation, and so that timid comrades may be roused.
