Telegram on the Necessity of Suppressing Counterrevolutionaries
(February 28, 1951)

To all central bureaus, all greater military regions, and forward to sub-bureaus, provincial party committees, greater municipal party committees, regional party committees, and all provincial military districts:

Please take note to utilize the opportunity of the central government issuing the regulations on punishing counterrevolutionaries, and in conjunction with the specific circumstances of local counterrevolutionary activities, broadly explain to intellectuals, industrial and commercial circles, religious circles, democratic parties, and democratic personages the absolute necessity of suppressing counterrevolutionaries, so that they endorse our policy. The article "Resolutely and Correctly Suppress All Counterrevolutionary Activities" written by the central Minister of Justice Shi Liang is very well written. She is the Minister of Justice and also a democratic personage. All localities should take note to use this article to persuade those social figures who harbor erroneous thinking and those who are faint-hearted. Have Shi Liang's article, the central regulations, Peng Zhen's report [2], and the February 22 editorial of the People's Daily printed as a pamphlet, widely disseminated, and organize study inside and outside the Party.
