Central Committee’s Comment on the Report from the CPC West Sichuan Regional Committee Concerning the Campaign to Eliminate Bandits, Oppose Local Tyrants, Reduce Rent, and Return Deposits (February 27, 1951) To the Central-South Bureau, the South China Branch, and the Guangxi Provincial Committee; to the East China Bureau and the Fujian Provincial Committee: The following is a report by the CPC West Sichuan Regional Committee on the campaign to eliminate bandits, oppose local tyrants, reduce rent, and return deposits—what they term the “Four Major Movements.” This report serves as a valuable reference. Only by proceeding in this manner can we fully mobilize the masses, thoroughly consolidate our control at the grassroots level, and clear the way for land reform. Once these measures are implemented, land reform can be completed with relative ease. Printed on February 27 by the Central Committee, based on Mao Zedong’s handwritten draft.
