Comments on the Report on the Situation of Eliminating Bandits, Opposing Local Despots, Reducing Rent, and Returning Deposits

To the Central-South Bureau, the South China Sub-Bureau and the Guangxi Provincial Committee, the East China Bureau and the Fujian Provincial Committee:

Below is the report from the West Sichuan Regional Party Committee on eliminating bandits, opposing local despots, reducing rent, and returning deposits (which they call the Four Great Movements). It can well serve as a reference. Only by doing so can we fully mobilize the masses, thoroughly grasp the grassroots level, and clear the path for land reform. Once this is done, land reform will be very easy to accomplish.
