Comments on the Municipal Construction Plan

Refers to the report submitted by the CPC Beijing Municipal Committee on February 21, 1951, to the Central Committee and the North China Bureau concerning several major issues to be resolved in municipal construction at the Third Session of the Beijing Municipal Conference of Representatives from All Walks of Life. The report stated:


The election of representatives from all walks of life for the Third Session of the Beijing Municipal Conference has been completed, and the session is scheduled to convene on the 26th. At this session, the following issues are mainly to be resolved:


(1) The two levels of people’s governments in urban districts, suburban districts, and villages shall all be elected through district people’s representative conferences or village people’s congresses.


(2) Further reorganize the city’s entire industry to make it meet the needs of the peasants as far as possible (while also taking into account the needs of the urban population); further organize public and private forces to develop urban-rural trade.


(3) Organize public and private forces to strive for the construction of 15,000 to 20,000 new housing units (excluding the 10,000 units planned for construction by the Government Administration Council), so as to alleviate the housing shortage in this city.

(4) Guide, assist, and compel all factories and workshops with 30 or more workers, especially large factories, to establish, individually or jointly, health clinics or small hospitals, in order to solve the problem of medical treatment for workers.

(5) Increase technical study in spare-time schools and expand the spare-time schools.


(6) The Public Security Bureau shall systematically report on the specific circumstances of sabotage activities carried out by counter-revolutionaries in this city over the past two years, so as to heighten the masses’ hatred of counter-revolutionaries, and then adopt a resolution on the resolute suppression of counter-revolutionary activities.


(7) With regard to municipal construction projects such as sewers and roads, due to limited funding, only some extremely necessary construction can be carried out this year, along with the repair and maintenance of existing facilities.
