Commentary on the Hebei Provincial Committee’s Circular Regarding the Cang County Prefectural Party Committee’s Experience in the Suppression of Counterrevolutionaries (March 23, 1951)

To all Central Bureaus, the Party Committees of the Major Military Regions, the Korean People’s Volunteer Army Command, with copy forwarded to Sub-bureaus, Provincial Party Committees, Municipal Party Committees of large and medium-sized cities, District Party Committees, Provincial Military Districts, and comrades at the Prefectural level: This is the Cang County Prefectural Party Committee’s experience in the suppression of counterrevolutionaries [1]. Please distribute one copy to each member of the Central Bureaus, the Major Military Regions, the Sub-bureaus, the Provincial and District Party Committees, the Provincial Military Districts, and the Municipal Party Committees of large and medium-sized cities, as well as to all secretaries of district party committees under those municipal committees. Each person is requested to read it carefully.

Notes [1] The principal experiences in the suppression of counterrevolutionaries, as set forth in the Hebei Provincial Committee of the CPC’s circular of March 14, 1951, are as follows: First, extensively and thoroughly educate cadres and Party members to clearly define the line between friend and foe; within the Party, wage struggle by means of criticism and self-criticism to achieve ideological unity. Second, convene a county-level meeting of people’s representatives to implement the spirit of suppressing counterrevolutionaries and, through the representatives, carry that spirit down to the masses. Third, conduct extensive propaganda work to suppress counterrevolutionaries.
