Notice on Three Documents Concerning the Suppression of Counterrevolutionaries

To all central bureaus, party committees of all greater military regions, and to be forwarded to sub-bureaus, all provincial party committees, municipal party committees, district party committees, and party committees of the People's Liberation Army at the division level and above:

The Central People's Government promulgated the Regulations on Punishing Counterrevolutionaries on February 21. These regulations and Comrade Peng Zhen's[1] report on this issue to the Central People's Government Council were published in the newspapers on February 22. The *People's Daily* also published a lengthy editorial titled "Why We Must Resolutely Suppress Counterrevolutionaries."

Please promptly print the above three documents in a single volume, distribute them widely, and organize cadres and democratic personages to study them extensively. Ensure that the issue of suppressing counterrevolutionaries is correctly understood throughout the entire Party and the entire people, criticize all kinds of erroneous thinking, so as to achieve the goal of resolutely and thoroughly suppressing counterrevolutionaries.
