Comment on the Report on the Situation of Yiguandao
(February 21, 1951)

To all central bureaus, and forward to sub-bureaus and provincial, municipal, and district party committees:

To eliminate Yiguandao, first, there must be full preparation and simultaneous action, so as to catch all in one net; second, exhibitions must be arranged to carry out propaganda work among the masses. These two points are largely the same as the methods that should be adopted when eliminating the Guomindang’s secret service organizations. In addition to the experience of Shanxi in eliminating Yiguandao, which has already been circulated to you, there is now a successful experience from Chahar [2], which is worth consulting.

[2] Refers to the experience of Chahar Province in banning Yiguandao, summarized in the telegram of the North China Bureau of the CPC Central Committee, dated February 20, 1951, to the Central Committee, all provincial party committees, and the Beijing and Tianjin municipal party committees. Their main methods were: From November 1950 to February 5, 1951, unified searches and arrests of Yiguandao leaders were carried out across the province. Before and after the searches and arrests, extensive propaganda and education work was conducted, utilizing various forms (newspapers, radio, cartoons, exhibitions, grievance meetings, mass meetings, public trials, etc.) to expose the counter-revolutionary crimes of Yiguandao and raise the political level of cadres and the masses. At present, all localities are concentrating their efforts on interrogation and trial, pursuing and arresting leaders who have slipped through the net, calling for withdrawal from the sect, denouncing sect heads, and carrying out exposure and propaganda to expand the results of the struggle.
