To His Excellency Generalissimo Stalin, Chairman of the Council of Ministers of the Union of Soviet Socialist Republics:

On the occasion of the first anniversary of the signing of the Sino-Soviet Treaty of Friendship, Alliance and Mutual Assistance, please accept my heartfelt gratitude and congratulations to Your Excellency, the Soviet Government and the Soviet people. The signing of the Sino-Soviet Treaty of Friendship, Alliance and Mutual Assistance has not only greatly aided the construction of New China, but has also provided a powerful guarantee in opposing aggression and safeguarding peace and security in the Far East and the world. I hereby wish that the friendly cooperation between China and the Soviet Union will achieve further development and consolidation!
