Comments on Participation in the Land Reform Work
(February 10, 1951)


The two reports from the Southwest Bureau and the Central-South Bureau prove that we should adopt a positive attitude towards democratic personages and guide them to participate in land reform and other work, which is of great benefit.

Refers to the report of the Southwest Bureau of the CPC Central Committee on February 6, 1951, to the Central Committee on the second meeting of the Southwest Military and Administrative Committee, and the report of the Central-South Bureau of the CPC Central Committee on February 1, 1951, to the sub-bureaus, provincial and municipal committees, district party committees, and copied to the Central Committee, on the issue of democratic personages visiting land reform. The Southwest Bureau's report stated that the non-party personages attending the second meeting of the Southwest Military and Administrative Committee unanimously approved the early implementation of land reform. The experience gained from this meeting was that more work should be done with democratic personages, especially by attracting them to go to the countryside to participate in the land reform movement. This can not only educate them but also reduce much clamor and resistance to the movement.


The Central-South Bureau's report mentioned that Li Junlong, leader of the Beijing democratic personages' land reform team, returned to Hankou from Hunan and gave a report to democratic personages on visiting land reform, which was very well received. Experience has proven that regarding democratic personages' participation in or visits to land reform, we must take the initiative, let them go down to do the work, enable them to understand the difficulties of guiding the peasant movement and our viewpoints and methods in guiding the movement, clearly tell them the truth about the movement and our determination and methods to correct deviations, and take the initiative to provide care for their families in accordance with the law. Doing so can win them over to actively stand with us in opposing unreasonable clamor.
