Central Telegram on Seizing the Moment for Spring Ploughing and Convening Urban Work Conferences (February 7, 1951)

To all Central Bureaus, and forward to all their subordinate Sub-Bureaus, Municipal Committees, Provincial Committees, and District Party Committees:

Spring ploughing is imminent. Land reform work should be brought to a temporary conclusion within a short period. Leading the peasants to devote their full efforts to spring ploughing and striving for a bumper harvest this year is of the utmost importance.

During the spring ploughing period, in addition to guiding spring ploughing, summing up land reform experience, training land reform cadres, clearing accumulated cases from the suppression of counter-revolutionaries, and summing up the experience of suppressing counter-revolutionaries, all Central Bureaus, Sub-Bureaus, Municipal Committees, Provincial Committees, and District Party Committees are requested to set aside a period of time to convene an urban work conference. This conference should sum up the experience of one year of urban work in 1950 and study and summarize several major issues in urban work, such as: (1) the ideological issue of relying on the working class; (2) the issue of factory management; (3) the issue of trade union work; (4) the issue of urban political power construction; (5) the issue of urban Party building; (6) the issue of urban counter-revolutionary suppression; (7) the issue of the urban united front, etc. This will guide subordinate units in strengthening their leadership over urban work and prepare opinions for the Fourth Plenary Session to be convened in May.

The various issues listed above certainly cannot be fully discussed in one session. They should be divided into several special topic meetings. Municipal Committees in particular should conduct such special topic discussions.
