Situation Report Telegram to Rao Shushi[1]

Comrade Shushi:
Your report of January 30 on trade union work[2] is very good and has been forwarded to all localities for emulation. In East China, you may distribute this report to all provincial, municipal, and regional Party committees, instructing them to act accordingly and improve trade union work.

[2] Refers to Rao Shushi’s report of January 30, 1951, to Mao Zedong and the Central Committee on the situation of the East China Trade Union Work Conference. The report pointed out that in order to smoothly launch production competitions, it is necessary to resolve problems closely related to production that the broad masses urgently demand to be solved. Only in this way can the workers’ enthusiasm for production be aroused, a production-oriented mindset be established, and the production movement be sustained and consolidated on the basis of the workers’ continuously rising political consciousness. The quality of trade union work must primarily be judged by the quality of production, and only when trade union work centers on leading the production movement and, on the basis of developing the production movement, unfolds workers’ welfare undertakings, cultural and educational work, and establishes trade union work systems, will trade union work have rich and vivid content.
