Telegraph from the Central Military Commission Regarding the Need to Adopt a Patient and Persuasive Approach toward Vietnamese Comrades (January 29, 1951) Comrade Wei Guoqing [1]: Your telegram of January 27 has been received and noted.  (1) We concur with the reorganization and training plan you have proposed.  (2) With respect to the shortcomings of the Vietnamese comrades, we should adopt a patient and persuasive attitude so that they may accept your views without arousing their resentment. The deficiencies they now exhibit are precisely those that the Chinese People’s Liberation Army itself once possessed in its early years; there is nothing surprising about this. Only by means of persuasion and sustained practical training can these shortcomings be gradually overcome.
