Letter to Zhang Lan [1] (January 28, 1951)  Mr. Biaofang:  The anti-bandit campaign in Southwest China last year achieved considerable success, with over 800,000 bandits eliminated and more than 400,000 firearms seized. The remaining bandit forces now number fewer than 40,000, and it should be possible to completely wipe them out within two or three months.  I am sending you a copy of the recent summary report on this campaign, submitted by the Southwest Military Region [2]. If you are feeling up to it, you might care to read it.
