Notes [1] Fu Zuoyi, whose courtesy name was Yisheng, was at the time a member of the Central People’s Government, Minister of Water Resources, and a member of the People’s Revolutionary Military Commission. [2] This refers to a report dated January 12, 1951, from the Political Department of the 23rd Corps of the Chinese People’s Liberation Army to the North China Military Region, as well as to the Suiyuan Military Region and Provincial Party Committee, regarding the unit’s discipline and relations with the local population. The 23rd Corps had been reorganized from the Nationalist forces that had previously been under Fu Zuoyi’s command and later defected, under the leadership of Dong Qiwu. The report stated that the corps departed from Suiyuan on December 22, 1950, and by January 4, 1951, had entirely reached the area around Longhua Town in Jing County, Hebei Province. During this period, significant improvements were observed in maintaining proper conduct toward the masses and fostering good relations with civilians, leading to considerable satisfaction among both local authorities and the general public, while the troops themselves also benefited from this experience.£·
