Comrade Shu Shi, Zi Hui, Jian Ying, Zhong Xun, Yi Bo, Gao Gang:¹ Herewith is Comrade Deng Xiaoping’s report of January 8² forwarded to you, from which you may observe the general situation of work in the Southwest.
It mentions that the Southwest has already convened a city work conference, where the fairly widespread thinking within the Party of looking down upon workers was emphatically criticized, and it was made clear that relying on the working class must become the Party’s guiding ideology and must be implemented in all work and all departments, and so forth.
At present, the East China, Central-South, and Northwest regions are in the midst of a high tide of work such as land reform and the suppression of counterrevolutionaries, and many comrades are naturally very busy. However, please consider setting aside a period of time before May 1 to convene a city work conference, focusing on studying and resolving the ideological question of relying on the working class, the question of factory management, and the question of trade union work, so as to prepare opinions for the Fourth Plenary Session to discuss these questions.
The Fourth Plenary Session is planned to be convened in May. Please arrange your work according to this timetable.
