Comment on the Report on the Work of Promoting the Sale of Local Products
(January 23, 1951)

To the East China Bureau, the Central-South Bureau, the Northwest Bureau, the Northeast Bureau, and request them to forward this to their subordinate sub-bureaus, provincial party committees, municipal party committees, and district party committees:

The two items of experience put forward by the responsible comrades of the North China Bureau in the following report are worthy of attention. In particular, the experience concerning the promotion of the sale of local products should be implemented nationwide. You are requested to make sure to study them and act accordingly.

1. State-run shops, cooperatives, and private merchants should actively restore and open up old and new commercial networks; this is the most crucial link in finding outlets for local products.
2. On the principle of benefiting production, transport, and sales, and of both parties abiding by contractual good faith, widely promote contracts of various forms and covering various aspects, such as purchasing on commission, marketing on commission, and transportation.
3. Select key economic locations to establish goods yards with strong throughput capacity.
4. Through the cooperatives, widely develop various forms of credit purchase and stockpiling operations among members.
5. Mobilize and organize private merchants to deal in local products; urban and local party and government authorities should provide assistance in all respects.
6. Organize mass transportation to overcome the difficulty of insufficient transport capacity.
7. Mobilize the masses to carry out long-distance marketing.
