Commentary on the Rewritten Memorandum to Kim Il-sung (January 14, 1951) Zhou [1]: I have already informed Peng [2] to ask him and Kim [3] not to come for the time being.
They are scheduled to hold a meeting of cadres on the 24th and will therefore be unable to come to Beijing.
Accordingly, please rewrite a memorandum to Kim Il-sung [4]. After I have reviewed it, I will send it by telegraph to seek Kim’s approval.
