Opinions on the Handling of the Chen Quzhen Case [1] (January 5, 1951)  Chen Quzhen [2] is a member of the Hunan Provincial People’s Government.
His case should be handled with great caution; hasty action must be avoided so as not to put us in a defensive position.

Notes  [1] This is a passage added by Mao Zedong while reviewing the draft of a telegram sent by the CPC Central Committee on January 5, 1951, to the Central-South Bureau and the Hunan Provincial Committee of the CPC.  [2] Chen Quzhen formerly served as Deputy Director of the Xiang-E-Chuan-Qian Pacification Office of the Nationalist Government and Director of the Western Hunan Administrative Office.
In August 1949, he joined Cheng Qian in launching an uprising in Hunan.
After the founding of the People’s Republic of China, he held the positions of Member of the Hunan Provincial People’s Government and Member of the Second National Committee of the Chinese People’s Political Consultative Conference.
