Telegram from the Central Committee Approving the Work Plan of the South China Sub-Bureau for Hainan Island

To the South China Sub-Bureau, with notice to the Central-South Bureau:
Your telegram of December 22 has been noted. We approve your work plan for Hainan Island. Please earnestly urge the Hainan District Party Committee to intensify its implementation. With the old revolutionary base areas serving as the core, it seems that the land reform work on Hainan can be somewhat accelerated—it appears possible to complete half of it by the autumn of 1951 and the entirety by the spring of 1952. Once the land reform is completed, Hainan will be fundamentally consolidated.
