[1] Refers to the report on the Guangxi bandit suppression plan submitted by Zhang Yunyi, Li Tianyou, Mo Wenhua, and Lu Shaowu to the Party Committee of the Central South Military Region on December 28, 1950. The report states that since the province-wide focused bandit suppression began in Guangxi on October 15, 1950, owing to the concentration of military forces, the correct implementation of the policy combining leniency with suppression, partial integration with mass struggles against bandit overlords, and active coordination among the Party, government, military, and civilians, 55,891 bandits were annihilated within 70 days. Except in a few areas, the bandits' arrogance throughout the province has markedly declined. Regarding the bandit suppression plan, it was decided to successively launch focused bandit suppression operations in two key areas starting from late December and early January. The deployment is as follows: First, in the area south of the Yujiang and Zuojiang rivers, where there are over 10,000 bandits, the entire 45th Army and one division of the 21st Corps, together with the sub-district troops of Yulin, Longzhou, and Qinlian, totaling 17 regiments, are placed under the unified command of the 45th Army. With Lingshan County and the Liuwan Dashan mountains as the center, operations will begin in late December, after which the focus will be shifted to the Shiwandashan mountains and the Fangcheng area as circumstances dictate. Second, in the Greater and Lesser Yao Mountains and the surrounding counties, where there are over 10,000 bandits and which is a relatively severe area of banditry in Guangxi, a force of 14 regiments will be concentrated to begin operations on January 10, with the goal of completely eliminating the bandits in this area and initially mobilizing the masses by the end of February.
