To Inquire into the Matter of Obtaining Grain and Fodder Locally
Telegram to Peng Dehuai and Gao Gang[I]

Comrades Dehuai and Gao Gang:
(1) Is there definite assurance that our army can obtain grain and fodder locally (to be repaid in full afterwards);
(2) Is the Daedong River frozen now, when does it freeze, and can men, horses, and vehicles cross on the ice.
Regarding the above two items, please have Peng investigate and report by telegram. (3) Are the two railway lines from Sinanju and Manpo to Pyongyang already under emergency repair, when can they be repaired, and is it fully possible to use two railway lines to transport all military supplies to the Pyongyang area. On this point, please have Gao investigate and report by telegram.
