Directive on Changing the Time Ratio for Troop Education in 1951 [1]

(December 3, 1950)

The Military Commission issued a directive on August 1 of this year [2], stipulating that beginning in 1951, the entire army’s education shall take raising the cultural level as its primary task. To meet the needs of the current developing situation, it is now necessary to intensify the military training of the troops. The time ratio for troop training and education is hereby redefined as follows:

A. For general troops in all military regions, the training time ratio shall be: military 60 percent, political 30 percent, cultural 10 percent.

B. For off-duty accelerated middle schools: cultural 80 percent, military 10 percent, political 10 percent.

C. For certain insurrectionary troops that require continued reform: political 60 percent, military 30 percent, cultural 10 percent may be prescribed.

D. For all military academies and schools: implement according to their respective plans.
