On December 7, 1950, the South China Sub-bureau of the CPC Central Committee submitted a report to the Central-South Bureau and the Central Committee on the evacuation of materials from government offices in Guangzhou. On December 12, the Central Committee, based on Mao Zedong’s comments, sent a telegram instructing the South China Sub-bureau and informing the Central-South Bureau and all other central bureaus, pointing out: All instructions from the Central Committee regarding air defense evacuation are explicitly designated as preparatory in nature. At present, they are not to be publicly announced to the people and are limited to discussions within the standing committees of Party committees. The air defense evacuation work currently being carried out in Guangzhou has already exceeded the preparatory scope and must be immediately corrected. The focus of work must be swiftly shifted to the Resist U.S. Aggression and Aid Korea campaign, bandit suppression, elimination of secret agents, land reform, military training, and coastal defense.
