Employ the Interval Between Two Campaigns for Necessary Rest and Training
(November 30, 1950)

Peng, Deng, Park, Hong, and inform Gao, He, Song, and Tao:

(1) Please do not raise the slogan of resting through the winter; merely employ the interval between two campaigns for necessary rest and training. As long as the situation permits, such rest and training following a major campaign may last about one month. If the situation permits, it may be extended; if not, it should be shortened. Troop rest and training should ideally be carried out at suitable positions on the front line. Units that have been shattered in battle may be sent to relatively safer locations, but it would be advantageous for them to remain within Korean territory south of the Yalu River under the direct control and supervision of their respective army headquarters. Please consider and decide whether the above is feasible.

(2) The scale of this current operation is very large. Total casualties on both the eastern and western fronts may exceed forty thousand men. Comrade Gao Gang is requested to accelerate the recruitment and training of new soldiers and strive to have several tens of thousands of men reinforce the units by mid-December. Please report on the recruitment and training situation.
