Central Committee’s Forwarding of a Report on Handling
Letters from the Masses with an Endorsement
(November 30, 1950)

To all central bureaus, sub-bureaus, and forward to the major municipal committees, provincial committees, and district party committees under their jurisdiction:

We hereby send you the report from the Secretariat Office of the General Office of the Central Committee, dated November 29, addressed to Chairman Mao, on the issue of handling letters from the masses. We agree with the opinions raised in the report [1]. Please handle letters from the masses seriously and responsibly, satisfy the demands of the masses. Organs and individuals that adopt a neglectful attitude towards this problem should correct such an incorrect attitude. We hope you will conduct a review, and we await your telegraphic reply.

[1] Refers to the opinion put forward in the report by the Secretariat Office of the General Office of the CPC Central Committee on strengthening the organizational leadership for handling letters from the masses. The report pointed out that setting up agencies or appointing dedicated personnel to handle letters at each central bureau, provincial committee, and prefectural committee, and establishing necessary systems for registration, research, forwarding, inspection, and filing, is the key to doing this work more seriously and thoughtfully in the future.
